BACKGROUND AND HISTORY

The National Music Competitions for Young Artists (NAMCYA) was established as a national institution that focuses on identifying promising talents, honing their skills through training, and promoting Philippine music through performance and education.

NAMCYA was created by Presidential Decree No. 1173, issued in 1977, which institutionalized a national music competition to promote excellence among the youth and foster appreciation for Filipino music. Under this decree, NAMCYA was mandated to discover and develop young Filipino musical talents, promote musical excellence and artistic discipline, encourage the performance and appreciation of Philippine music, and serve as a platform for young artists to gain national recognition. In November 1988, Presidential Decree No. 1173 was amended in response to the imperative need to preserve, develop, and promote Philippine music as both an art form and a tool for cultural development. Presidential Decree 1173 also designated the last week of November as National Music Week, with the NAMCYA Competitions as the main highlights of the celebration. In 2001, Presidential Proclamation No. 80 further strengthened NAMCYA’s role by affirming its mission and designating the NCCA as its primary supporting agency. Building on these developments, Republic Act No. 11915 was later enacted to modernize and institutionalize the program.

Republic Act No. 11915, also known as the NAMCYA Act, designates NAMCYA as the National Youth Development Program for Music and provides funding for its implementation. Through this law, NAMCYA continues to evolve as a key cultural institution, aligned with national development goals and committed to preserving and advancing Philippine music.

Over the years, NAMCYA has become the premier national music competition in the Philippines, producing many musicians who have excelled both locally and internationally It has also expanded its role beyond competitions to include concerts, workshops, outreach programs, and cultural initiatives that contribute to nation-building through the arts. It carries out a three-fold program: discovering outstanding young Filipino musicians from every region of the country through annual competitions; developing these musicians through Workshops and Training Programs; and enhancing appreciation and performance of Filipino music through required repertoire and commissioned works.

Today, NAMCYA stands as a symbol of musical excellence, cultural pride, and national identity, remaining steadfast in its mission to nurture the next generation of Filipino artists and bring Philippine music to a broader audience
